This case study explores the implementation of a VSaaS solution provided from the cloud in an Eastern European country as an answer to the question of how to deploy VSaaS without cloud. The initiative targeted at Internet Service Providers (ISPs), telecom operators and business customers, such as retail chains and municipalities.
The project was carried out by two companies. Aipix, provider of telecom-oriented software designed for launch of value-added services based on cloud video surveillance. Data center service provider that operates its own Tier III Data center facility located in Central IX in the country’s capital.
We have solved a major challenge for telecom providers. Now they can launch cloud video surveillance services without having to build or host any cloud infrastructure.
The Challenge Highlighting the Question: How to Deploy VSaaS without Cloud
Many telecoms and ISPs follow a leasing business model and architecture. They do not manage their own datacenter infrastructure and instead rent out capacity on various supplier platforms – for storage, servers etc.
While this approach allows operators to scale gradually, it creates difficulties when deploying new platforms.
Telecom Service Providers Without Resources for VSaaS Deployments
During our talks with operators and ISPs they came across a number of problems. Most of them mentioned the following:
- lack of available server capacity for testing new services
- insufficient storage resources for video archives
- distributed infrastructure across different colocation providers
- difficulty allocating resources for pilot projects
The reason is that the cloud infrastructure was not adequate and telecom companies did not have sufficient infrastructure to launch VSaaS projects to scale or to monetize them. This despite getting enormous interest from residential developers, apartment management companies and commercial property owners.
It showed the necessity of a VSaaS system and that there should be a common VSaaS platform based on dedicated cloud infrastructure that can be shared.
The Solution to How to Deploy VSaaS without Cloud: A Centralized VSaaS Cloud Environment
After studying the question, we found out the best solution. Instead of building individual cloud structures for every single telecom provider, Aipix VAS platform was deployed on partner’s Tier III data center.

This approach provided telecom service providers all around the country with a ready-to-use environment. It included pre-configured computing, storage, and network resources, allowing them to launch services based on VSaaS without investing in data center development. It also extended scalable surveillance solutions to other markets with limited infrastructure like developers, apartment building management companies.
Implementation Strategy
During negotiations with the partner, we established a clear cooperation framework that ultimately formed the foundation of the project.
Within this strategy, the partner assumed the role of a nationwide cloud provider for VSaaS services, enabling telecom and internet service providers to launch their own branded value-added services based on cloud video surveillance, while also offering these services directly to B2B clients.
Responsibilities were clearly divided:
Partner responsibilities
The partner acts as the primary service provider and infrastructure operator. Its role includes:
- deploying and maintaining the cloud infrastructure
- independently identifying and onboarding new clients
- providing hosting services for telecom, internet providers and even wireless operators
Aipix responsibilities
Aipix focuses on platform enablement and technical expertise by:
- assisting the partner in negotiations with potential customers
- deploying and configuring the platform
- training the partner’s technical support teams
- providing ongoing product expertise
The platform operates under a subscription licensing model, with Aipix billing the partner monthly for platform licenses.
This model ensures predictable scaling as new telecom operators connect to the platform.
24/7 Support and Reliable Service Delivery
For telecom operators offering surveillance services, reliability is essential. Video monitoring systems often operate continuously, making service interruptions unacceptable.
To ensure stable operations, Aipix trained the partner’s technical team to provide 24/7 technical support.
This support structure ensures that operators using the solution receive continuous monitoring and rapid issue resolution.
Technical Advantages of the Solution: Scalable and Reliable Service Through Internet Exchange Points
The platform is hosted in a cloud provider’s data center located at the central IX. A strong broadband network established from this hub, enables ISPs and customers across the country to connect through it and benefit from fast, reliable data processing. As in this setup, video traffic is transmitted not through standard internet routes, but through high-speed, multi-terabit backbone connections, ensuring minimal latency and superior performance.

This provides several benefits:
- reduced latency for video streams
- improved network efficiency
- optimized traffic routing
- lower operational costs for operators
Negotiations are currently underway to extend these connections from the most remote regions to the capital city.
Results: Enabling the Widespread adoption and launch of services based on VSaaS
The collaboration resulted in the deployment of a nationwide cloud environment designed specifically for telecom providers. Today, the solution allows clients to connect cameras and edge devices directly to the cloud infrastructure.
Key capabilities of the cloud solution include:
- Connection of EDGE devices and IP cameras
- Secure access via VPN tunnels
- Centralized video storage and management
- 24/7 operational support
One of the most important outcomes is that small and mid-sized telecom businesses can now launch surveillance services without building a new infrastructure, delivering modern solutions to residential complexes, businesses, and municipalities.
Opportunities for Data Center Services Provider
The project also creates new revenue and growth opportunities for the data center service provider, who provides the underlying cloud infrastructure and solution delivery.

Benefits for the partner include:
- Expanded client base: the partner attracts telecom operators, ISPs, and businesses that otherwise could not deploy VSaaS without cloud infrastructure or need a dedicated cloud video surveillance system for their business.
- Recurring revenue: hosting services and platform licenses generate predictable monthly income.
- Strengthened market position: acting as a nationwide cloud provider for VSaaS elevates the partner’s brand and service offerings.
- Upselling opportunities: the partner can offer additional cloud and connectivity services like secure data storage or server colocation to clients already using its VSaaS platform solution, creating long-term value.
This dual advantage ensures that both telecom operators and the data center partner grow their services and revenue while leveraging the same partner’s centralized cloud environment.
Conclusion
The collaboration between Aipix and its data center partner illustrates how a centralized VSaaS cloud solution can remove one of the telecom industry’s biggest barriers: lack of cloud infrastructure.
The Aipix platform serves as a robust software foundation that enables telecom operators to launch, scale, and monetize value-added services based on cloud video surveillance. Meanwhile, the data center partner leverages its dedicated Tier III facility to host the platform, making it accessible to telecom and internet service providers that lack their own infrastructure, as well as businesses seeking dedicated video surveillance solutions.
By creating a centralized cloud environment, the partnership delivers a scalable, ready-to-use solution that allows operators to offer VSaaS services without building their own data centers. This project demonstrates how cloud-based service models can accelerate telecom innovation, lower operational costs, and open the VSaaS market to providers of all sizes.
For telecom service providers and data center service providers looking to evolve, the next phase of growth isn’t just about expanding infrastructure – it’s about unlocking the full value of what they’ve already built through value-added services powered by Aipix.
